I believe that this does validate the rule because the cities generally follow the idea of the rule. Even though the cities are about 200 thousand people larger than the estimate for them, they are smaller than the big one and equally so (if that makes sense). Basically, the graph of city populations will look similar to the basic one for rank size rule. Therefore, I believe that Canada's top cities do validate the rank-size rule.
